Revision 10072 solves the "too eager to dispatch" problem Tobias mentioned
above, but now we have a deadlock in workflow dispatch. All of the workflows
that can be started have been, so the workflow service will now refuse to start
any more. Unfortunately, none of the "start operation" jobs will be processed
either, since the "start workflow" jobs are a) queued earlier, and therefore
have higher priority and b) are always refused. I will modify the dispatch
rule to take into account both service type and operation when deciding when to
stop dispatching.
