I could not reproduce this. The CA correctly read the status of the cached
files and acted accordingly. I tried to mess with the previledged of the some
of the capture binary status files, rebooted the CA a bunch of times, rebooted
the core server, and nothing,
Lovemore we need more info. In the interim, I'm downgrading this to critical.
