I was previously (ab)using the capabilities storage on the core to store the
entire configuration. The existing endpoint will now return *only* the
capabilities, and there will be a new one to get the full configuration. This
requires some work renaming and moving things around on both sides, but I
should be able to get it in in the next few days.
