I see it as a one-time task for one configurer that will enable a more usable
interface for potentially multiple admins doing this task multiple times. (i.e.
without hint text, how would the average admin have any idea what their
institution's roles look like and what they might want to start typing?). OTOH,
if you're assuming a single admin at any institution, doing this task
frequently enough to remember what to do the next time, it makes complete sense
to put a "learning curve" burden on the admin rather than an html modification
burden on the configurer.
