For the admin system I can stop the workflow bundle. Stop the service registry
bundle. Start the workflow bundle. Start the service registry bundle and for
approx the amount of time between the starting time and the JobProducerHearbeat
firing again the admin service goes from green to red. I have both printed out
what the current conditions of the various services are as well as disabling
the heartbeat entirely by commenting it out and it still stops the admin system
from maintaining its services.
