I think the most scalable method is to make our roadmap a filter in jira. Force people to enter a new task as a "roadmap" item, and use that as our "official roadmap". Then an more broad and contextualized roadmap can be written if needed, but we should always be able to go back to these tasks to see who said what they were doing for when.
