The endpoint /services/maxconcurrentjobs shows the total number of cores in all 
servers in the cluster, which is what will throttle the number of workflows 
that can be processed concurrently if no explicit setting is configured.  
Setting max.concurrent explicitly tells the workflow service to only run one 
workflow at any given time.
