I think there is a misunderstanding here, I believe this was an attempt at 
referencing somewhere this fact:

-Distributed setup with services on multiple hosts
-Matterhorn http traffic going through httpd with mod_proxy
-On one of the Matterhorn services hosts turn httpd off but leave felix up 
resulting in the REST endpoints not accessible anymore through the tcp/ip 
socket they're supposed to be accessed through (port 80 most likely)
-On the Admin UI despite the host with httpd turned off is not available to 
Matterhorn anymore it still shows solid green in the statistics page
