As discussed in the dev meeting today, Judy and I have been working on a
way to clean up the mess in JIRA.  I #propose the following timeline an
actions:

1)  Developers have until the morning of 2012-04-23 (my time) to review
their assigned tickets.  Tickets that they feel won't ever be done (old
fix versions, feature has since been removed, etc) should be closed as
won't fix.  Tickets that they feel should be done, but they can't do
should be reassigned.  Tickets that they will do but have old fix
versions should be updated with relevant fix versions.  It is very
important that the comments accompanying these changes be clear for any
of these actions, we want reporters to realize their tickets are being
modified for a reason.

2)  On the morning of 2012-04-23 I will bulk resolve all old tickets as
Won't Fix.  Tickets which reporters feel are still important can be
reopened, at which point they will be triaged appropriately.  Old
tickets are defined as tickets with fix versions of 1.2 and older, as
well as tickets with no fix version which have not been updated within
the last year.  The modification comment will make it clear that they
are welcome to reopen the ticket if they feel it is still relevant.

We still need to come up with a way to triage new tickets going forward,
but I feel like we've been doing a fairly good job recently.  This is
only the first pass, but it will remove the vast majority of the junk
tickets which are never going to be fixed.
