I'm not sure *exactly* what went into 1.4, but the feature list at the bottom of http://opencast.jira.com/wiki/display/MH/Release+1.4 is a good place to start. Those are features which are *not* in 1.3. I think one of the missing features is the video annotation tool, which was added to 1.4, but did not make 1.3.
