Per Greg's comment on IRC, the admin ui is comparing "last seen" timestamps to
figure out whether the device is offline. While doing that, it does not seem to
take the timezone into account, even thogh it's reporting the difference in the
same ui element. At the same time, the capture agent state REST service is
reporting the same device as IDLE.
It would probably be beneficial to have that logic corrected and in *one* place
(the REST endpoint).
