Talking with Jaime, the TZ data is in agent configuration, but not in
capabilities. The UI is probably either looking in the wrong place, or getting
bad data. The agent in question is putting bad data into that field (GMT\-2
rather than its numeric equivalent) which could easily account for the bad
behaviour.
