yes, one way is to upload the recordings via the admin-UI.
I personally make plenty use of the methods described in

namly resubmitting the media.zip-file from the capture agent via curl.
I use to replace the identifier in episode.xml and the id in
manifest.xml with a (new) UUID before resubmitting, though.
If you need to keep the UUIDs because of linkage issues, there are
ways to remove the existing mediapackage/episode from the system to
make if free for the new mediapackage with the same UUID (we do that
with a script here, but I think 1.3.1 already offers "better"
methods?).

I remember this to be a feature of 1.2 that you *have to* reingest a
recording to make the new privileges effective.
In 1.3.1 I know it is possible to change the privileges, and they do
get propagated to already existing videos.

changing the privileges of a series (e.g. from Public to ROLE_USER) seems
only to effect new uploaded Videos associated with the changed series.
Existing Videos within this series still run under the previous privileges
settings.
Is this a cache problem (solr perhaps?) and how can I solve this?
