What do you mean "public repositories"? Aren't all those repositories public? Or is that server storing libraries that are available in other repositories publicly available? If the latter, I'd say we remove them and make maven fetch the dependencies in reliable repos such as maven central or similar.
I don't really know how the repository structure works, so what I'm saying may make no sense at all. Sorry if it's the case.
