We are using maui-3.2.6p13 with torque 2.0.0p4.  Currently, "qsub -p" is not 
function properly for the user. For example, a job with lower priority ( submitted with 
qsub -p) in the queue still get scheduled to run first before  a high priority job.  The 
qstat output shows the priority value correctly.

One of the users needs to submit his job in lower priority to the queue so 
higher priority job can run before his if there is any in the queue.

According to the documentation, the "-p" option was turned off by default.    
How can I make it function again that will work with positive and negtive value?
