The most reliable way to limit website access is to use the built-in firewall (built into Linux, not the browser). Current versions of Linux use ipchains; older versions use iptables or ipfw (the BSDs, including OSX, also use ipfw).

Just a correction, FreeBSD and OS X/Darwin use ipfw. NetBSD uses ipfilter. OpenBSD uses pf if I'm not mistaken.
