Whoops! Perhaps I should have my morning coffee before posting to the list. For some reason I thought Tom was talking about the First Database Manager Operator. According to the docs the First Database Manager Operator's password cannot be changed once set. _This_ is still valid, no?

Once you set the SYSDBA password, you can't change it. You can, however, change the password of other DBM users.
