Yes, this feature is present, but it's on by default, and once you start copying, there is no way to change it short of stopping the copying. That's why the "Ignore all" button is so often asked for, and that's why it's in the TODO list for version 4.6.1. Of course, there is a way to mount vfat partitions so that they ignore the permission problems.
