Let me know if you have any consultants with the following skills
Project Title: Business Analyst
1. Experience in analyzing and documenting existing systems and developing
functional requirements and test plans for new systems. The analysis will have
included the review of existing documentation, the review of existing computer
code and interviews with subject matter experts (SMEs) and users of the
existing system(s).
<At least 4 years of experience is mandatory>
2. Excellent English verbal and written communication skills.

Experience Listed in order of importance:
1. Experience in documenting use cases and business flow using UML
tools or similar methodology
2. Experience in user acceptance testing including development of test
plans and validation testing and documentation summarizing test results
3. Experience with HIPAA and HITECH laws. Experience using Mercury
Quality Center.
4. Experience with forensic applications
The responsibilities of the consultant selected for this Project Title will
include, but not be limited to these:
. Review and document the functionality of the Legally Oriented
Forensic Tracking System.
o This will involve review sessions with SMEs.
. Develop the functional requirements.
o This will involve interviews with business owners, SMEs and likely
users of the new system at off-site secure forensic and non-secure facilities.
. Fully document all functional requirements in Mercury Quality
Center as described in the OMH CIT Systems Development Life Cycle, section 4
(System Requirements Analysis).
o Develop comprehensive Use Cases written in language easily
understood by non-technical users and business owners.
o Work with the Technical Lead to develop a data dictionary.
. Conduct review sessions on the Use Cases with business owners, SMEs
and users of the new system to ensure that documented requirements conform to
their expectations.
. Develop comprehensive test plans for the FORT System and enter them
into Quality Center.
. Assist the Technical Lead in transforming the functional
requirements into technical specifications for programmers.
. Perform unit and system testing as necessary.
. Attend FORT System system demonstrations with SMEs, business owners
and users as development occurs.
o Document system defects and develop plans for testing their
remediation.
. Ensure the transfer of knowledge of the FORT System to the CIT
developer who will be assisting with the project's analysis, development and
implementation.
