Jonathan,
Last I heard, it was Apple's policy to have this designation for apps that 
potentially provides access to dynamic content (ex something not explicitly 
part of the app submitted for approval). So since it could potentially provide 
access to web sites with such content, it must carry this warning. It's an 
unfortunate requirement because this would prevent younger museum patrons from 
spontaneously downloading the app, especially if parental controls are enabled. 
So goes the walled garden of the iTunes app store.
