We mange project teams that are a mix of on-site staff and contractors who are often off-site. We use Trac (http://trac.edgewall.org/), which combines a wiki, an issue ticketing system, and a subversion code repository. You can use the subversion repo to manage project documents as well.
I have also used Basecamp, and can recommend it as a collaborative tool. Trac is great for projects that focus on programming tasks. Basecamp is better for collaborative document-based projects.
