I would recommend looking at rapid capture using a high end digital camera
and stand... we used a Canon 5D as noted here:

these rigs out performs the flatbeds and thus reduces costs.

Omni page is one of the better consumer OCR packages but in general OCR has
improved so much even the built in tools in adobe acrobat work pretty
good.  A lot of flatbeds come with a lite version of Omni Page but they
wont have all the workflow options.
