The problem is the RIAA is defending a parasitic system that preys on both the artists and the customers who would buy their music.

Most of the talk about copyright misses the point that it rarely protects the real author, musician, the creator of the intellectual property. In the modern context, it protects large corporate enterprises that are wedded to inefficient and predatory distribution systems.

I don't think anyone would argue that artists/authors/etc. should be not compensated for their work. Problem is there is this large beast between artists and their customers that is sucking up all their compensation. Doubtful that the laws will change, afterall public policy generally follows the money.

Real change will come when customers don't illegally download music but also boycott all CDs for a month. Unplug the power supply for the beast and it will collapse of its own weight. Month might not be long enough but you get the idea. Make their current practices their downfall.

Suggestion: Have all download sites, legal and otherwise, and the petition pick a month to boycott CDs. December of this year would be a good target. Don't think it is illegal to not purchase goods in the US, at least not yet.
