I agree with David regarding the size of a small museum for SIG membership—I think potential SIG members should be able to self-identify regardless of their budgets or number of staff. As Bob implies, there are lots of ways to slice the definition. The issues common to everyone will become more apparent as this goes along & the self-selection process will probably become easier to define.
