To add perhaps a bit more nuance to Keir's response (lol, by the way)- what do 
people feel would be the ideal budget amount? How does that ideal compare with 
what you're actually getting?

Keep in mind we can't say "Yes, all of the dollars!" as a budget.

My completely unofficial, back-of-the-napkin, finger-in-the-wind, two-year-old,

5%, with some outliers like the Getty at about 8%.
