Hi Dana--
I don't have a rubric but have referred to a "building digital capacity in the 
arts" toolkit from the Arts Council England that I believe has now been 
replaced with this: 
https://www.artscouncil.org.uk/sites/default/files/download-file/digi_toolkit_book.pdf.
  The original document detailed how to put together a digital project in very 
sensible terms, and I feel that if a project is presented without being thought 
through according to at least some points from the toolkit (users, mission, 
goals, experience, functionality, content, etc.) then it needs revision or 
doesn't deserve further consideration.  I can't find a link to the original 
document, but the new one they've added has a motivations list which seems 
pretty useful towards evaluating projects.

team to determine if proposed digital initiatives moves forward, as well as 
examples of rubrics used by internal teams to prioritize existing digital 
projects? Would love examples from libraries and archives, in addition to 
museums!
