SoundForge like other WAV editors can import (=decode) and save (=encode) MP3 files.
I belive that is not was Hannes was looking for.

There are tools that can cut MP3 files (without decoding) to remove e.g long intros. 
One is MP3Trim, and
another is MP3 Cutter.
