I believe SoundForge 4.5 does (http://www.sonicfoundry.com)

Website blurb about it :

In addition to opening MPEG-1 Layer 3 (.MP3) files, Sound Forge 4.5c now
supports saving these files as well. The Sonic Foundry MP3 Plug-In, a new
feature included in the Sound Forge 4.5c update, allows you to encode twenty
.MP3 files for free. If you wish to encode additional files beyond your
initial twenty evaluation encodes, you can purchase the plug-in for $19.95
via telephone or the Sonic Foundry Web site. Instructions for purchasing the
Sonic Foundry MP3 Plug-In can be found in the Sound Forge 4.5c application.

I'm still not sure whether it supports editing of MP3 files, or simply
decodes them then re-encodes on saving.
