Are you sure you do not mean 196K/s?  Anyway, MPEG1 Layer III tops out at
~360K/s at 44KHz.

That depends on the sound in question (some songs are more difficult to
encode, like Prince's "Raspbery Beret" and Metallica's "Fade to Black"),
the encoder used (blade relatively sucks, lame is decent, Fraunhauffer is
usually best though lame sometimes does better), the decoder, the sound
hardware used for playback, the ATRAC version on the MD recorder, and last
but not least, the quality of the speakers or headphones used to listen.

Recording an MD from an original CD will always sound better than recording
from MP3.  So if audio quality really is an issue, you will want to have
the best original available.  I have started fiddling around with Grip and
LAME (both of which are free) at work, and for what I am doing with MP3 I
have been able to go as low as 96K/s.  Were I to play back through my A/V
system at home it would sound awful, but the MP3s sound the same as the
original CDs when played through the tiny little Altec Lansing speakers I
have.
