No, I believe it is you and Rick who are confused.  Psychoacoustics is the
science of the perception of sounds.  What you are talking about is
perceptive encoding algorithms, such as ATRAC, which strive to achieve
equal perceptive results among the majority of humans.

But the belief that such a distinction exists causing one to perceive a
