not sure if this link will answer this part of the question, but here goes.
from what i understand you want an atrac encoded file on your hd to use
instead of mp3, if this is true, go here

look at #17 on that page, that is a software atrac3 codec.  I personally use
this on all my files and use it with windac.  sounds a lot better than mp3.
once loaded pretty much any application will play the atrac files (which
actually end up with .wav extensions)  anyway i hope that is what your
