It's being set indirectly by the GetOSTargetDriveLetterEx function in ZTIUtility, which e.g. gets called by ZTIDiskPart.wsf.

I doing a bare metal build and it sets the OSDisk variable as I can see it in WinPE. I Can write to the OSDisk and it has letter C. The log file still says invalid target for /target:%OSDisk%.
