Try temporarily placing NO_SMS_ON_DRIVE.SMS on the drives you don't want the RemoteInstall folder to go on, then install WDS/PSP, check to see if it has installed on the desired drive, then remove the NO_SMS_ON_DRIVE.SMS file/s. This is what I have done with all my 2007 Secondary sites where I have my RemoteInstall share on a smaller drive than where I store my SCCM packages.
