I set on-the-fly for the company locations that need it, and convert a set of 
internal variables to task sequence variables during the process.  The input 
locale can be stacked, and you can indeed just use the short/friendly names.  
For example, these are my internal variables for one particular location, which 
are later converted to SystemLocale, UserLocale, and InputLocale, respectively:

SYSLOC="zh-CN"
USERLOC="zh-CN"
INPUTLOC="zh-CN;en-US"
