i don't work with desktop clients anymore, but you could start by looking
at Dells CCTK (
http://downloads.dell.com/published/Pages/dell-clnt-config-toolkit-v2.1.html)
you may be able to set the value for future rebuilds, etc.

however, that doesn't help for newly received, especially if you get a big
batch. Its not the first time I've seen Dell not complete something. I once
saw BIOS update that had in the release notes section: "<to be entered>" we
soooooo didn't apply that one. :-)
