Just to point out, if you are using option 66 and 67 and it doesn't work without them you are not using IP helpers. Its only required to use the DHCP options when its not possible to use IP helpers. MS also only really "supports" IP Helpers so that should be the approach worth fixing if you can. I have full control over dhcp. I am opening a case on Thursday.
