When you say "network driver" do you mean for the specific NIC I am using or 
for thunderbolt itself?

John,

In case you have not figured it out. In order to PXE boot you need to enable 
Thunderbolt Pre-Boot and Boot support options in the usb/thunderbolt 
configuration settings section of the bios. As of winPE 1511 you still need the 
network driver and if you have the SATA mode set to RAID you will also need 
that driver as well. This applies to all the new Dells with thunderbolt that we 
have tested.
