There are lots of options to do this with VNC, but it is usually a less secure
method. Gary Block just did a post a few weeks ago even.

There are times during OS deployment that it will not be possible to
communicate with the client system. For instance during Windows setup, the
network drivers have not been loaded yet, so obviously no way to connect to the
computer. AMT would be able to but you’ve already said that is not possible.

Currently am able to take control in WINPE state... But this is not enough...
