Windows 7? E7470 had some troubles... Make sure you are on current BIOS, make sure you have disk set to RAID in BIOS..... Make sure your OS image have nVME hotfix baked in or that you are injecting it Also you have the KMDF hotfix (and I think there is a newer one) injected too, right?
Are you using UEFI or Legacy BIOS. I had troubles with it working in Legacy BIOS mode too.
