Dalam demokrasi berbasis mayoritas, ada kelemahannya. Ialah apakah yang namanya mayoritas selama kekuasaan Pak Horto itu demokrasi? Contoh lain, pemilihan demokratis di Jerman pada tahun 1930-an menyebabkan Hitler naik panggung kekuasaan. Demokrasi berdasarkan suara terbanyak, bila kita melihat jumlah penduduk yang berhak ambil bahagian dalam pemilihan umum di USA hanya kurang lebih antara 50-55%. Jadi perhitungan mayoritas yang menang mempunyai dimensi lain.
Pertanyaan lain ialah apakah demokrasi ittu musti banyak partai politik?
