Subject: Re: FW: EPA libraries
I heard about this several months ago-- sorry I didn't alert the list
sooner. What I did do is alert my faculty in the
environmental/occupational sciences. They've been sending letters and
alerting other faculty.
But, the current administration has already indicated where it stands on
environmental issues. This is the same administration that feels it is
too onerous for companies to report their toxic releases annually and
has proposed that they submit every two years. Mind you, the data that
is currently available is from 2004 so it's not as if we have the most
current info:
<http://toxmap.nlm.nih.gov/toxmap/>
(This is a great site, by the way, if you haven't seen it. Lots of good
work went into this!)
Here's an article on the Bush administration proposals and some of the
problems with them:
<http://www.ombwatch.org/tricenter/>
"Toxics Release Inventory Resource Center
For nearly 20 years, the Toxics Release Inventory (TRI) has been an
essential tool in alerting emergency responders, researchers, workers,
public health officials, environmentalists, community residents, and
federal and state officials to the presence of toxic chemicals. The
Environmental Protection Agency (EPA) is proposing to undermine this
successful program.
The EPA plans to allow companies to: (1) release ten times the amount of
toxics before detailed reporting is required; (2) withhold information
on Persistent Bioaccumulative Toxins (PBTs), like lead and mercury; and
(3) report every other year, instead of annually."
Just in case you are unfamiliar as to why we have this "onerous"
program, read the background. It's a pretty unemotional account of the
thousands of people that died or were seriously injured as a result of
chemical releases by Union Carbide, not only in Bhopal but in West
Virginia.
So, in light of the leniency being offered to big businesses (who have
deep pockets), we're surprised that this administration has taken a less
than stellar approach to maintaining the public's right to know? It's
not just the libraries that are being lost in this environmental fight.
A quick history: In 2001, Bush proposed the EPA budget be cut by $500 M
(6.5%)
04/09/bush.budget.02/index.html>
In his 2003 proposed budget:
"The Bush Administration's FY 2003 budget for the Environmental
Protection Agency (EPA) would eliminate more than 200 inspection and
civil enforcement staff jobs between 2001 and 2003, cutting its federal
workforce by 13%."
<http://www.seedcoalition.org/learn.epa.shell.game.htm>
In 2004, the total budget was flat, but there were some areas in which
funding increased (Superfund) and other areas decreased considerably:
"The total EPA budget would remain flat at $7.6 billion in FY 2004, but
down substantially from the FY 2002 level of $8.1 billion, which is the
last firm figure with which to compare the request since Congress has
not completed its work on 11 of the 13 FY03 appropriations bills,
including the measure that contains EPA funding.
The EPA R&D would decrease to $556 million (-11.3 percent) in FY 2004.
EPA's largest FY 2004 proposed decrease is in the Clean Water State
Revolving Loan Fund, which would receive $850 million, $362 million less
than last year's budget request and $500 million below the FY 2002
enacted level. The Bush administration would increase funding for the
Superfund program by $150 million, to $1.39 billion, compared to the
$1.25 billion requested in FY 2003. $10 million would be added to last
year's $200 million brownfields request, as well as a $7 million
increase for aiding states in monitoring the 189 air toxics that require
regulation under the Clean Air Act. The air office would also receive
nearly $8 million to help draft and implement the White House Clear
Skies Initiative for power plants."

t_Bush_Sends_Congress.cfm>
And the saga goes on. Here's a nice chart of the budget for various
agencies over the years:
<http://www.aaas.org/spp/rd/proj05p.htm#tb>
So, yes, we need to take an active voice but also let your faculty know
if they are involved in environmental research.
I should say that these are my opinions, not necessarily those of my
institution.

EDUCATION: TECHNOLOGY:
Some Sources Regarding the White Board or Smart Board
This post provides links to information that explains what smart boards or
white boards are and links to resource lists, lesson sources, and guidance
sites that provide links to resources regarding smart board technology.
This post is intended to be a starting point for those seeking to learn
more about this technology rather than an exhaustive resource webliography
regarding these tools.
The Wikipedia article on White Boards, another name for Smart Board, is a
pretty helpful place to start on this subject for a basic understanding of
this tool, its purposes and uses.
Interactive whiteboard

Quoting:
An Interactive Whiteboard is an electronic whiteboard writing surface
which can capture writing electronically in group presentation situations
such as teaching. Interactive whiteboards typically require a computer;
however, some newer models have basic whiteboarding functionality present
within the interactive whiteboard. The interactive whiteboard is designed
to allow interaction with a computer display. Interactive whiteboards are
most commonly used in the classroom. However, their use is increasingly
seen in the workplace whether in an office or on a factory floor.
Interactive whiteboards are used in one of three ways:
To capture notes written on the whiteboard surface
To control (click and drag) and/or mark-up (annotate) a computer-generated
image displayed on or behind the touch surface
To operate any software that is loaded onto the connected PC, including
access to the internet via a web browser.
The most powerful interactive whiteboards have an active surface that not
only captures annotations, but completely emulates the operation of
software on a PC e.g. showing, pop ups, hints, hyperlinks and mouse overs
so that they overcome the limitations of touch sensitive resistive boards
that use an on/off action. When coupled with an active board surface,
whiteboard pens also offer a mouse right-click function that is so often
used in digital content and programs. This means they can write like a pen
and control like a mouse.
Interactive whiteboards are replacing blackboards and conventional
dry-erase whiteboards. The computer can be controlled via the board; when
a pointer is detected by the sensors of the board, the cursor points to
that location. There are six different types of interactive whiteboard
that control the computer via the board: electromagnetic, capacitive,
analog-resistive, infrared optical, ultra-sonic, and camera-based.
