Second Man Tests Positive in London Radiation Poisoning Case
By Tom Rivers
London

News : Voice of America
<http://voanews.com/english/2006-12-01-voa53.cfm>
British media are reporting that the man who met with the former Russian
spy who died of radiation poisoning last week has also tested positive for
radiation poisoning. For VOA News, Tom Rivers reports from London.
The man Alexander Litvinenko dined with in London on the day the Russian
became ill has also reportedly tested positive for the highly radioactive
substance polonium 210, the same substance found in Litvinenko's body.
The man's name has not been revealed by British authorities, but British
news media say he is Mario Scaramella, an Italian academic and espionage
expert. Britain's Health Protection Agency says urine sample results show
a "significant amount" of the radioactive isotope in his system. He is
being examined at London's University College Hospital, where Litvinenko
was treated.
On November 1, Litvinenko and the man met to discuss an e-mail the man
reportedly received that contained a number of names, including theirs,
whose lives were said to be in danger.
Speaking to reporters Friday, Alexander Goldfarb, who was a friend of
Litvinenko, said more information about the "significant dosage" the
second man received will be important in determining how the radiation
entered his system. Goldfarb says he has every confidence British
authorities will uncover who was behind the plot.

Democratic House Leaders Use New Powers to Fight Bush's EPA Research Library
Closings By
Created 12/01/2006 - 4:42pm
A BUZZFLASH NEWS ALERT
House Democratic leaders are using their new authority as pending
committee chairmen to push the EPA to stop closing its research
libraries. As BuzzFlash has previously reported, the EPA has ignored
protests from politicians and even its own scientists [0] by
preemptively eliminating research resources [0] as instructed by
President Bush's 2007 budget - despite the fact that Congress has yet to
approve any such action.
EPA Administrator Stephen Johnson was given a letter demanding he
"maintain the status quo" by Committee Ranking Members Bart Gordon
(Science), Henry Waxman (Reform), John Dingell (Energy and Commerce),
and James Oberstar (Transportation and Infrastructure). They also
requested that the EPA compile records of materials that have already
been dispersed to ensure the information can be retrieved and used by
Agency personnel and the public.
"Over the past 36 years, EPA's libraries have accumulated a vast and
invaluable trove of public health and environmental information, including
at least 504,000 books and reports, 3,500 journal titles, 25,000 maps, and
3.6 million information objects on microfilm," the letter notes. "It now
appears that EPA officials are dismantling what is likely one of our
country's most comprehensive and accessible collections of environmental
materials."

FROM THE moment early in his first term when President Bush reneged on his
campaign promise to regulate carbon dioxide emissions, the Bush years have
not been good ones for the Environmental Protection Agency. The latest
blow has been the shutdown of five of the agency's regional libraries and
the limiting of hours at others, including the branch in Boston.
Once congressional Democrats take over in January, they should summon EPA
head Stephen L. Johnson to explain why a saving of $2 million justifies
such a reduction in access to crucial information.
<snip>
Some of the most important users of the libraries are EPA employees
themselves, as they prepare to prosecute cases against environmental
scofflaws. The shutdown of the agency's main library in Washington,
regional libraries in Chicago, Kansas City, and Dallas, and a library for
evaluating new chemicals, is an act of unilateral disarmament in the
lopsided contest between polluters and government regulators who lack the
support of the White House. A 2004 report by the EPA itself found that the
benefit-to-cost ratio for its library services ranged between 2 to 1 and
5.7 to 1. A memo this August from the EPA's own Office of Enforcement and
Compliance Assurance expressed concern that the loss of librarians'
institutional memory and expertise would hamper its work.

Shutdown of EPA libraries worries scientists, advocates

WASHINGTON - Concerned about the kinds of pollutants spilling into your
local rivers and streams and how they could affect your health?
As the Environmental Protection Agency closes some scientific libraries
around the country, EPA scientists and other environmental advocates worry
whether that kind of information could become harder to find.
They fear that the agency's plan to save money by replacing printed
resources with digitized versions on the Internet could make information
less - not more - accessible.
"Nobody is against modernization, but we don't see the digitization," said
Francesca Grifo, a botanist and the director of scientific integrity at
the Union of Concerned Scientists, an advocacy group for the environment
and other scientific issues. "We just see the libraries closing. We just
see that public access has been cut off."
The EPA has closed three of its 10 regional libraries, branches in Kansas
City, Mo., Dallas and Chicago that serve 15 states. EPA officials said
that no information would be lost and that public access would be improved
rather than compromised.
"EPA is committed to ensuring the agency's library materials are available
to employees, the public, the scientific community, the legal community
and other organizations," Linda Travers, the acting assistant
administrator of the EPA's Office of Environmental Information, said in an
e-mail.
Travers said material from the closed libraries would be available on the
agency's Web site (www.epa.gov) in January and was accessible now through
interlibrary loans. She said EPA-produced documents from all 21 libraries
in the agency's network that could be digitized would be accessible
through the Internet within two years.

Closing the EPA libraries is the perfect symbol to characterize the
methods of the Bush administration. Since 2000, the Republicans have
cemented their reputation as ushers of a new dark age. They have sought to
shroud the light of science by closing libraries and by suppressing
scientific reports. They have gagged their own scientists and persecuted
whistleblowers. They have cloaked government in secrecy, a prime example
being Dick Cheney's secret meetings with oil companies to draft an
industry-friendly national energy policy. But that era is now winding
down.
Just before the election, Barbara Boxer and other senators sent a letter
to the Senate Appropriations Committee calling for restored access to the
libraries. There is every reason to hope that the Democrats will follow
through with their newly won power and get those libraries reopened. But
this will be just the beginning of a Herculean task to clean the muck out
of the stables and restore an environmental regulatory function to
government.
For those who have labored in the environmental trenches, who know the
true size of the mountain of excrement that blocks our path to good
environmental policy, even the task of listing the environmental tasks to
be done feels overwhelming.
In the early days of the Bush reign, the Natural Resources Defense Council
began compiling all of the Bush administration rollbacks and assaults on
environmental quality. By the November 2004 elections, it had listed more
than 300 Bush "crimes against nature." NRDC stopped counting a year later,
but you can still see the list at their web site:
http://www.nrdc.org/bushrecord/default.asp.
So it's hard to say what the Democrats' environmental priorities should
be. Climate change, energy, clean air and water, forest and wildlands
protection, toxics, endangered species - they are all important, urgent
and critical.

EPA is Hastily Disposing of its Library Collections
Orders to Trash Library Holdings Stirs Protests
Published: Nov 20, 2006 at 08:02

The U.S. Environmental Protection Agency is frantically dispersing its
library collections to preempt Congressional intervention, according to
internal emails released today by Public Employees for Environmental
Responsibility (PEER). Contrary to promises by EPA Deputy Administrator
Marcus Peacock that all of the former library materials will be made
available electronically, vast troves of unique technical reports and
analyses will remain indefinitely inaccessible.
Meanwhile, many materials formerly held by the Office of Prevention,
Pollution and Toxic Substances (OPPTS) Library, in EPA's Washington D.C.
Headquarters, were directed to be thrown into trash bins, according to
reports received by PEER. This month, EPA closed the OPPTS Library, its
only specialized library for research on health effects and properties of
toxic chemicals and pesticides, without notice to either the public or
affected scientists.
"By its actions, it appears that the appointed management at EPA is
determined to actually reduce the sum total of human knowledge," stated
PEER Executive Director Jeff Ruch. "EPA is not an agency renowned for its
speed, so its undue haste in dumping library holdings suggests a political
agenda rather than anything resembling a rational information management
plan."
Internal emails indicate that EPA official statements about the library
closure process do not match reality:
The only "unique" documents that EPA is digitizing are those authored by
EPA staff. Thousands of documents written or compiled by EPA contractors
will remain boxed up and unavailable, either electronically or physically,
as the material has not been catalogued;

Blogging about Television
The kid with all the news about the TV news
When people in the television news business want to find out what's going on in
their industry, they turn to a blog called TVNewser. But while the executives
obsessively checking TVNewser are mostly high powered and highly paid, the
person who creates it is not: he is Brian Stelter,
http://tiger.towson.edu/users/bstelt1/ a baby-faced 21-year-old at
Towson University, a few miles north of Baltimore.
"I've heard people joke that when TVNewser is dormant, the kid had a final or a
big family dinner that he couldn't get out of," said Brian Williams, the NBC
news anchor and a TVNewser devotee. "People from entry level to high and mighty
check in on it."

DISPLAYING ABSTRACT - Brian Stelter's blog tvnewser.com is
practically required reading for high powered and highly paid
television executives who want inside scoop on industry; it provides
quick snapshot of industry on any given day without stinging
commentary; devotees include NBC News's Brian Williams and CNN
executive Jonathan Klein; 21-year-old Stelter is senior at Towson
University in Maryland majoring in mass communication; he chronicles
gossipy New York-Hollywood television industry in blog that he
started in 2004; has earned grudging respect of many of his readers,
who email him hundreds of tips each day that often translate into
scoops and is considered trustworthy by industry insiders

County Attorney Official to Get Counseling for Language
County Attorney Official to Get Counseling for Language

The spokesman for the Maricopa County Attorney's Office will be counseled
and possibly reprimanded for "inappropriate" language in an e-mail
exchange with an Arizona State University professor.
Bill FitzGerald, the county attorney's public information officer, and
Stephen Doig, an ASU journalism professor, were discussing whether
journalism students should have the right to attend the press conferences
of County Attorney Andrew Thomas.
Doig insisted the meetings should be open to the public under the First
Amendment, but FitzGerald disagreed.
After several e-mails were exchanged Wednesday, FitzGerald said he would
not change his mind despite Doig's "half assed" attempts. Doig responded:
"that's an unexpectedly arrogant, harsh and crass reply."
FitzGerald replied with an e-mail calling Doig a "condecending (sic) oaf,"
and told Doig to "get lost."
Barnett Lotstein, special assistant county attorney, said FitzGerald would
be held accountable for his language.
"Some of the language is inappropriate, and Bill is going to be counseled
and if necessary appropriately disciplined in regards to his reaction," he
said.
Lotstein said he apologized to Doig, but said the office will not change
its policy.
