EPA drops plan for less frequent toxic release reporting
James M Yoch Jr at 11:05 AM ET
[JURIST] The Environmental Protection Agency (EPA) [official website]
has abandoned plans to decrease the frequency of reporting requirements
for the release of toxic chemicals by polluting companies, it was
announced Thursday. The changes would have required polluters to report
every other year rather than the current mandate of annual submissions.
The EPA also asserted, however, that it will push next year for an
increase in the amount of pollutants that triggers the requirement for
companies to report, essentially exempting about one-third of 23,000
companies from the Toxic Release Inventory (TRI) [EPA materials]
reporting established in the 1986 Emergency Planning & Community Right to
Know Act [text]. Under existing standards, polluters must report any
release over 500 pounds, while the proposed change would only require
reporting after the release of 5,000 pounds. The EPA's move follows
criticism from US Senators Frank Lautenberg (D-NJ) and Robert Menendez
(D-NJ) [official websites], who staunchly oppose the proposed changes
[press release]. Lautenberg, who penned the Right to Know law, called the
changes a "giveaway to corporate polluters at the cost of everyday
Americans' health" and an "irresponsible policy stand."

Radioactive Polonium 210 Widely Available: Report
Radioactive Polonium 210 Widely Available: Report

New York, Dec. 4 (PTI): Radioactive Polonium 210 used to poison former
Russian spy Alexander V Litvinenko may not be as rare as reported after
his death.
The deadly substance, once touted to be available only with specialised
laboratories, is now available "all over the place" and by estimates, the
lethal doze might cost less than 23 dollars, a media report has said.
Experts initially called it quite rare, with some claiming that only the
Kremlin had the wherewithal to administer a lethal dose. But public and
private inquiries have shown that it proliferated quite widely during the
nuclear era and of late as an industrial commodity.
"You can get it all over the place," William Happer, a physicist at
Princeton who has advised the United States government on nuclear
forensics, said.
Today polonium 210 can show up in everything from atom bombs, to
antistatic brushes to cigarette smoke, though in the last case only minute
quantities are involved.
Iran, it says, made relatively large amounts of polonium 210 in what some
experts call a secret effort to develop nuclear arms, and North Korea
probably used it to trigger its recent nuclear blast.
Commercially, Web sites and companies sell many products based on polonium
210, with labels warning of health dangers.

British expand poisoning probe

LONDON -- British authorities said yesterday they are widening their
investigation into the poisoning of former KGB agent Alexander Litvinenko
on the heels of a fresh series of leads into the Russian's murky political
and business connections that spanned from Moscow to the United States.
"Over the next few days, I think all of these things will widen out a
little from the circle just being here in Britain," Home Secretary John
Reid told Britain's Sky News Sunday Live program.
Quoting unidentified law-enforcement sources, British media reports said
police investigators were in the United States interviewing former KGB
agent Yuri Shvets, who purportedly has information on a dossier Litvinenko
had in his possession relating to the Kremlin's pursuit of figures
connected to Yukos Oil Co.
The company was forcibly broken up and effectively renationalized in 2004
after Russian authorities imprisoned its chief executive, Mikhail
Khodorkovsky. One of President Vladimir V. Putin's closest lieutenants,
KGB veteran Igor Sechin, became board chairman of the state-owned company
that took over Yukos.

MOSCOW (Reuters) - The Russian embassy in London has issued visas allowing
British police investigating the poisoning of Alexander Litvinenko to
visit Moscow from Monday, the foreign ministry said.
"We can confirm that the Russian embassy in London has issued visas,
effective from today, to Scotland Yard experts," a ministry spokesman
said.
This was in line with police in London who said on Sunday that nine
detectives might fly to Moscow as early as Monday to speak to witnesses
who met the former Russian spy in London shortly before his death.
<snip>
The Kremlin denies involvement and has promised full cooperation with the
British investigation. Other theories have centred on the possible
involvement of rogue Russian agents.

Home Secretary John Reid said he would be exchanging information with
colleagues at the European Council.
It comes as UK counter-terror police travel to Russia as part of the
inquiry into the former spy's poisoning.
<snip>
Discussing various aspects of Mr Litvinenko's death, Mr Reid told Sky News
on Sunday: "Over the next few days I think that all of these things will
widen out a little from the circle just being here in Britain.
"Tomorrow I will be at the European Council and I will certainly be
sharing information and getting what we can from European counterparts.
"The health authorities are already starting to liaise with our European
colleagues and the police will follow wherever this investigation leads,
inside or outside Britain."

"NetNews Tracker was a clipping service for Usenet newsgroups. It
searched newsgroups twice daily for any phrases that you chose, then
delivered any hits to you via e-mail. You could use it to monitor
newsgroups for your name, company, product, URL, or any other topic of
interest, and never miss any discussions on that subject. Google Alerts
does this for Usenet, plus blogs, news sources, and the web."

New national awards competition
recognizes excellence in Canadian photojournalism
Dec 01, 2006 A new national awards competition has
been created to recognize excellence in Canadian
photojournalism. The News Photographers Association of
Canadas (NPAC) Pictures of the Year competition will
reward the work of photojournalists from across
Canada.
The first annual NPAC Pictures of the Year competition
is the result of a merger between two regional
competitions. The Eastern Canadian News Photographers
Association (ECNPA) Pictures of the Year (POY) and
Western Canadian News Photographers Association
(WCNPA) POY competitions have been combined to create
the new national awards, which will become the most
prestigious awards ceremony in Canada for
photojournalists.
The NPAC Pictures of the Year competition is open to
ECNPA / WCNPA members only. Members are invited to
enter the best of their years work. Submissions will
be accepted starting January 1, 2007 and will close
January 31, 2007. A nominal $5.00 fee per submission
will be charged to assist in operating expenses.
Membership information for the WCNPA and ECNPA is at
http://www.wcnpa.ca and http://www.ecnpa.com respectively. New
members will eligible to enter the 2006 NPOY awards.
The first annual NPAC awards will recognize the best
photos of 2006. It will feature 12 categories,
including the 2006 Canadian Photojournalist of the
Year sponsored by The Canadian Press, and the
Canadian Photograph of the Year sponsored by
Reuters. The full list of categories is as follows: 1.
2006 CANADIAN PHOTOJOURNALIST OF THE YEAR (based on a
portfolio)
2. 2006 CANADIAN PHOTOGRAPH OF THE YEAR
3. SPOT NEWS
4. GENERAL NEWS
5. FEATURE / ENTERPRISE
6. SPORTS ACTION
7. SPORTS FEATURE
8. PORTRAIT / PERSONALITY
9. PICTORIAL
10. ILLUSTRATION / FASHION
11. PICTURE STORY
12. 2006 STUDENT PORTFOLIO OF THE YEAR
Entries will be judged by a five-member panel in
mid-February. The top three photographers in each
category will be nominated for the awards in early
March.
The awards will be presented in Vancouver at the WCNPA
convention on April 28, 2007. A cross-Canada
exhibition tour of the winning NPOY entries is planned
for later in the year.
A panel of more than ten photographers from across the
country created the framework for the first annual
NPAC awards. The complete set of rules and more
information will be at http://www.wcnpa.ca/npac.
The WCNPA and ECNPA are the member associations for
professional and student photojournalists in Western
and Eastern Canada, respectively. The volunteer-run,
non-profit organizations promote education through two
annual seminars, publish a quarterly magazine called
NewsViews and judge monthly clip contests.

A Newspaper Chain Sees Its Future, And It's Online and Hyper-Local
By Frank Ahrens
Washington Post Staff Writer
Monday, December 4, 2006; Page A01
FORT MYERS, Fla. -- Could this be the future of newspapering?
Darkness falls on a chilly Winn-Dixie parking lot in a dodgy part of
North Fort Myers just before Thanksgiving. Chuck Myron sits in his
little gray Nissan and types on an IBM ThinkPad laptop plugged into
the car's cigarette lighter. The glow of the screen illuminates his
face.
Myron, 27, is a reporter for the Fort Myers News-Press and one of its
fleet of mobile journalists, or "mojos." The mojos have high-tech
tools -- ThinkPads, digital audio recorders, digital still and video
cameras -- but no desk, no chair, no nameplate, no land line, no
office. They spend their time on the road looking for stories, filing
several a day for the newspaper's Web site, and often for the print
edition, too. Their guiding principle: A constantly updated stream of
intensely local, fresh Web content -- regardless of its traditional
news value -- is key to building online and newspaper readership.
