The Power of Nightmares Video Documentary

In the past our politicians offered us dreams of a better world. Now they
promise to protect us from nightmares. The most frightening of these is
the threat of an international terror network. But just as the dreams were
not true, neither are these nightmares

 * Government looks at data shake-up *
Access to public sector information could soon be completely free the
government has revealed.
Full story:
http://news.bbc.co.uk/go/em/-/2/hi/technology/6255321.stm

[excerpt]

It has decided to make access to a database of UK laws completely free for
the public to access and re-use.

It marks a "sea-change" in the way government information becomes
available to the public, a senior civil servant has told the BBC News
website.

It is a victory for campaigners who think public sector information should
be free for the public to use.

Level playing-field

The focus of this issue has revolved around The Statute Law Database, a
huge undertaking designed to catalogue all existing legislation in the UK.

It has been ten years in the making and has eaten up public funds along
the way. Because of this, the government was keen initially to make some
money back on it.

The decision to make it completely free is a landmark one, said Jim
Wretham, head of Information Policy at the Office of Public Sector
Information.

"It is a tremendously important resource. It marks a sea-change in the
general thinking about the way government information becomes available,"
he said.

Nick Holmes, author of legal blog Binary Law and one of the main
campaigners, is delighted by the change of heart.

"The problem is that government departments are selling the data that has
been gathered by our taxes. This represents a conflict of interest and it
is not a level playing field if the government both holds the data and is
able to exploit it commercially," said Mr Holmes.

Defense workers warned about spy coins

The bi-metallic Canadian $2.00 coin, normally bears an image of a
polar bear in the center section that can be popped out with some
effort. Early coins popped out simply by heating on a cast-iron
skillet as they contained dissimilar metals.

Defense workers warned about spy coins

By TED BRIDIS, Associated Press Writer
http://news.yahoo.com/s/ap/spy_coins

[excerpt]

Can the coins jingling in your pocket trace your movements? The Defense
Department is warning its American contractor employees about a new
espionage threat seemingly straight from Hollywood: It discovered
Canadian coins with tiny radio frequency transmitters hidden inside.

In a U.S. government report, it said the mysterious coins were found
planted on U.S. contractors with classified security clearances on at
least three separate occasions between October 2005 and January 2006 as
the contractors traveled through Canada.

The U.S. report doesn't suggest who might be tracking American defense
contractors or why. It also doesn't describe how the Pentagon discovered
the ruse, how the transmitters might function or even which Canadian
currency contained them.

Further details were secret, according to the U.S. Defense Security
Service, which issued the warning to the Pentagon's classified
contractors. The government insists the incidents happened, and the risk
was genuine.

"What's in the report is true," said Martha Deutscher, a spokeswoman for
the security service. "This is indeed a sanitized version, which leaves
a lot of questions."

Top suspects, according to intelligence and technology experts: China,
Russia or even France - all said to actively run espionage operations
inside Canada with enough sophistication to produce such technology.

The Canadian Security Intelligence Service said it knew nothing about
the coins.

"This issue has just come to our attention," CSIS spokeswoman Barbara
Campion said. "At this point, we don't know of any basis for these
claims." She said Canada's intelligence service works closely with its
U.S. counterparts and will seek more information if necessary.

Experts were astonished about the disclosure and the novel tracking
technique, but they quickly rejected suggestions Canada's government
might be spying on American contractors. The intelligence services of
the two countries are extraordinarily close and routinely share
sensitive secrets.

7. EMAIL: ISSUES: Confidentiality Statements in Posts to Discussion
Posted by: "David P. Dillard" [EMAIL PROTECTED] jwneastro
Date: Sat Jan 13, 2007 4:09 pm ((PST))

On another list, somebody asked about the confidentiality statements that
are tacked onto posts to some discussion groups. I had these comments.

From: "David P. Dillard" <[EMAIL PROTECTED]>

Glad you asked this question as it brings back memories from the last
decade of some rather interesting discussions of this issue on law
discussion groups and other lists as well. The general bemused
conversation centered around how can a message sent to a publically
archived discussion group such as this one that is indexed by
search engines including Google and Google Groups be private?

Here is an interesting website in this regard.

The list of stupid email disclaimers
<http://goldmark.org/jeff/stupid-disclaimers/list.html>

Those concerned about confidentiality of information may find this site
useful.

Best Practice Office Procedures for Dealing with Confidential and
Registered Confidential Data
<http://itpolicy.uconn.edu/uconngsr/bestprac.html>

Discussion of confidentiality of documents even finds its way into the
Federal Code of Regulations.

(2) All documents shall be filed in duplicate,
unless they contain confidential
information, in which case they
must be filed in triplicate.

(3) If a person claims that any portion
of a document which he is filing
contains confidential information,
such information should be deleted
from two of the three copies which are
filed. One copy from which confidential
information has been deleted will be
placed in the Office of Hearings and Appeals
Public Docket Room.

<http://tinyurl.com/ygdye7>

But the Google computers do not get very upset at themselves for indexing
messages like this, probably because computers do not necessarily
understand what they read.

Web Results 1 - 10 of about 73,900 for
"this message contains confidential information"

The best mode of operation for a list that as a whole needs record
confidentiality is to require moderator approval of membership as members
seek to join and to NOT archive messages. Private, member only archives
are a less secure method of protecting content. Nevertheless, sending a
message to even just one person enables distribution elsewhere and may
eliminate the privacy of the post.

One thing to remember about such messages in a post about confidentiality
is that is some institutions, like some law firms, these messages are
attached by the firm's mail server to all posted messages and need to be
taken with a grain of salt or salt substitute for those on a low sodium
diet.

Preprints
<http://www.earlham.edu/~peters/fos/overview.htm>

Open-access (OA) literature is digital, online, free of charge, and free
of most copyright and licensing restrictions.

    * OA removes price barriers (subscriptions, licensing fees,
pay-per-view fees) and permission barriers (most copyright and licensing
restrictions). The PLoS shorthand definition "free availability and
unrestricted use" succinctly captures both elements.

    * There is some flexibility about which permission barriers to remove.
For example, some OA providers permit commercial re-use and some do not.
Some permit derivative works and some do not. But all of the major public
definitions of OA agree that merely removing price barriers, or limiting
permissible uses to "fair use" ("fair dealing" in the UK), is not enough.

    * Here's how the Budapest Open Access Initiative put it: "There are
many degrees and kinds of wider and easier access to this literature. By
'open access' to this literature, we mean its free availability on the
public internet, permitting any users to read, download, copy, distribute,
print, search, or link to the full texts of these articles, crawl them for
indexing, pass them as data to software, or use them for any other lawful
purpose, without financial, legal, or technical barriers other than those
inseparable from gaining access to the internet itself. The only
constraint on reproduction and distribution, and the only role for
copyright in this domain, should be to give authors control over the
integrity of their work and the right to be properly acknowledged and
cited."

    * Here's how the Bethesda and Berlin statements put it: For a work to
be OA, the copyright holder must consent in advance to let users "copy,
use, distribute, transmit and display the work publicly and to make and
distribute derivative works, in any digital medium for any responsible
purpose, subject to proper attribution of authorship...."

Ethanol Fever Could Produce Hangover

Ethanol Fever Could Produce Hangover
By DAN CHAPMAN
Published on: 01/14/07
Atlanta Journal Constitution
<http://www.ajc.com/services/content/business/stories/
2007/01/13/0114ethanol.html?cxtype=rss&cxsvc=7&cxcat=6>

CAMILLA Ethanol fever spiked across southwest Georgia earlier this month
as farmers, bankers and politicians broke ground on a $175 million
corn-to-fuel factory ballyhooed as a can't-miss cure-all to help remedy
the nation's energy woes.

Georgia's two U.S. senators spoke of independence from foreign oil
imports. A Mitchell County commissioner dreamed of jobs and tax revenue. A
seed salesman envisioned waves of corn replacing cotton and peanut fields.

The preacher suggested the Lord spread the wealth beyond investors. The
chamber of commerce chief even hinted that Camilla's defunct corn festival
might be resurrected.

Until now, the ethanol boom hadn't really reached the Deep South. But
First United Ethanol's hundred-million-gallon-a-year factory, scheduled to
open south of town in mid-2008, promises to be the largest biofuel plant
in the Southeast. More are expected.

A constellation of high oil prices, government support and private capital
fuels ethanol fever nationwide. Nearly 80 new plants are under
construction or proposed, and ethanol production could more than double to
12 billion gallons within two years.

On Jan. 4, the day Congress convened, Senate Democrats and Republicans
introduced the BioFuels Security Act, requiring the oil industry to blend
60 billion gallons of ethanol and biodiesel by 2030. The upcoming farm
bill will likely pump billions more dollars into renewable-energy
programs.

The ethanol elixir is potent medicine for a country addicted to oil. But
the fuel-from-corn cure could prove more damaging to the national and
global economies, and consumers worldwide, than the current pain.

Scientists say the production of ethanol from corn uses more energy than
it generates. Experts also note that ethanol made from sugar cane and,
potentially, from pine trees yields more energy than corn.

Taxpayers heavily subsidize ethanol production, from the billions given
directly to corn farmers to tax breaks for blenders.

Demand for corn jacks up the price of corn feed used by the beef, pork and
poultry industries, as well as myriad products that depend upon corn-based
additives. Consumers could pay more for Corn Flakes, Coca-Cola, milk and
salad dressing, food companies warn.

High-priced and hard-to-get corn could also inhibit poor countries'
ability to feed their people. U.S. exports might dwindle and lead to
shortages if domestic food and fuel production takes precedence.

"The world needs to strategically deal with the unfolding competition
between the automobile and people for the grain supply," said Lester
Brown, president of the Earth Policy Institute in Washington. "What we
don't want to do in trying to solve one problem our growing dependence on
imported oil is to create another problem: chaos in the world."

Questions, Concerns Swirl around Politics of Prosecutor's Forced Exit
By Justin Rood - January 13, 2007, 8:38 AM
TPM Muckraker.com
<http://www.tpmmuckraker.com/archives/002335.php>

The head of the FBI's San Diego office and several former federal
prosecutors are publicly questioning the politics behind the Bush
administration's effort to force Carole Lam to resign as U.S. Attorney for
San Diego.

Lam focused her office's efforts on public corruption, including the
sprawling Duke Cunningham scandal. That investigation has touched several
Republican lawmakers, leading some to speculate that Lam brought political
heat down on herself with that probe, according to the San Diego
Union-Tribune.

The top FBI official for San Diego said that Lam's dismissal would
jeopardize several ongoing investigations. "I guarantee politics is
involved," special agent in charge Dan Dzwilewski told the paper. He did
not speculate further.

<http://tinyurl.com/ygzwvz>

The North County Times could not independently confirm a published report
in The San Diego Union-Tribune that Lam had been asked to resign.

Lam may not be the only U.S. attorney politely being asked to pack her
bags.

In a Thursday news release, U.S. Sen. Dianne Feinstein announced that she
and two other senators were introducing legislation that would prevent the
executive branch from trying to do an end run on the Senate's prerogative
of confirming U.S. attorneys.

According to the newspaper report, which appeared Friday and cited unnamed
sources, Lam was targeted for not making the prosecution of smuggling and
gun cases a top priority.

Nunez said the question he has is, "Why?"

"What sin has she committed that justifies asking her to submit her
resignation and publicly humiliating her in the process?" Nunez said. "If
the reasons are anything close to the newspaper reports, that's crazy,
especially when this administration is so weak on immigration."

Lam's office has made white-collar crime a priority, and has taken on a
number of high-profile cases ---- among them the successful prosecution of
then-Congressman Randy "Duke" Cunningham on charges of bribery and tax
evasion ---- since her 2002 appointment by the Bush administration.

Other cases that came during her tenure included December's criminal
convictions of the chiefs of Golden State Fence Co. for hiring illegal
immigrants, and the potential death penalty case for the long-sought and
recently nabbed Francisco Javier Arrellano-Felix, the alleged head of a
Mexican drug cartel.

Linking Communications with Strategy to Achieve Business Goals

Linking Communications with Strategy to Achieve Business Goals
<http://www.watsonwyatt.com/research/resrender.asp?id=W-252&page=1>

"In todays ever-changing business environment, communicators face the
complex challenges of developing techniques and processes to manage
information and distribute it in ways that enhance the intellectual
capital of their organizations. To meet these challenges, communicators
and senior management must work to establish proactive, well-defined
communications strategies that engage the workforce and align closely with
the organizations business goals. A close tie between business and
communications strategies will help the workforce understand and support
the direction of the organization.

Watson Wyatt, in cooperation with the International Association of
Business Communicators (IABC) and the IABC Research Foundation, recently
examined the current state of employee communications in a variety of
organizations. The study offers evidence that an organizations
communications planning and programming are critical factors contributing
to the success of its business strategy. The results identify a definite
correlation between high-performing organizations and strong communication
practices."

Medical Malpractice Lawsuits Not the Cause of Health Care Crisis, Public
Citizen Report Shows

Public Citizen Recommends Addressing Patient Safety, Preventing Medical
Errors and Improving Physician Oversight to Save Lives and Cut Costs

WASHINGTON, D.C. Despite claims by business and medical lobbying
interests and the Bush administration, there is no medical malpractice
lawsuit crisis in America, according to analysis released today by Public
Citizen. The new report, The Great Medical Malpractice Hoax, dispels
oft-repeated myths of dwindling doctors and spiraling insurance premiums
used to support limits on the ability of injured patients to seek redress
in the courts.

The real problems are a lack of attention to patient safety, the high
incidence of preventable medical error and the lack of accountability for
a small set of doctors who account for a majority of medical malpractice
payments, the report reveals. The report also presents several
recommendations for Congress, state governments and hospitals to reduce
health care costs and save lives.

Over the past few years, the Republican-led Congress has repeatedly
attempted to curtail the legal rights of medical malpractice victims by
capping damage awards and imposing other limits on access to the courts by
consumers, said Public Citizen President Joan Claybrook. This report shows
that lawmakers were misguided; in fact, Congress should work to reduce
medical errors.

Public Citizen reviewed publicly available information from 1990 to 2005
from the federal governments National Practitioner Data Bank (NPDB), which
contains data on malpractice payments made on behalf of doctors as well as
disciplinary actions taken against them by state medical boards or
hospitals. According to the analysis, the total number of malpractice
payments paid on behalf of doctors, with judgments and settlements,
declined 15.4 percent between 1991 and 2005, and the number of payments
per 100,000 people in the country declined more than 10 percent. In
addition, the average payment for a medical malpractice verdict, adjusted
for inflation, dropped eight percent in the same period.

The numbers show that patients do not win large jury awards for less
serious claims but that payments usually correspond to the severity of
injury. In 2005, less than three percent of all payments were for
million-dollar verdicts and more than 64 percent of payments involved
death or significant injury while less than one-third of one percent were
for insignificant injury.

Despite assertions by the medical and business lobbies that physicians are
leaving practice because of burdensome malpractice lawsuits, the number of
doctors is increasing faster than the population, said Laura MacCleery,
director of Public Citizens Congress Watch group.

Arrest in Philip Morris ID Theft Case

Thousands of Richmond Philip Morris employees are on high alert. Their
identities may have been stolen and it all stems from a theft hundreds of
miles away in New York City.

According to court documents obtained by 8NEWS, 30-year-old Dewayne
Rivers, a security officer has been arrested. New York City detectives
report that rivers stole five laptops out of a Manhattan office building,
operated by Towers Perrin -- Philip Morris' consulting firm.

It all happened on November 27. Rivers was taken into custody on December
28 but, Philip Morris employees did not find out until this week that
their personal information had been stolen.

<snip>

They are now working to provide workers with information and resources to
help protect them against identity theft, such as a hotline number, free
credit monitoring and guidance for obtaining fraud alerts.

The stolen laptops had names, salaries and social security numbers of
employees.
