db-eqiad.php: Increase weight for db1082
db1082 had some hardware issues weeks ago and it was pooled back with less
weight, now it is pending
a controller firmware upgrade, but so far it has behaved fine, so increasing
its weight to more normal values
It was also converted to InnoDB file_per_table
