I can't reproduce what you're seeing. Can you provide some URLs or more detail? Are you talking about the English Wikipedia located at http://en.wikipedia.org/?
http://en.wikipedia.org/wiki/Fort_Wayne_TinCaps exists and it displays the page without going through a redirect. http://en.wikipedia.org/wiki/fort_wayne_tincaps redirects to http:// en.wikipedia.org/wiki/Fort_wayne_tincaps because historically all page names are required to start with a more restricted set of characters that includes capital letters but not lowercase letters.
