I can't reproduce what you're seeing.

Can you provide some URLs or more detail? Are you talking about the  
English Wikipedia located at http://en.wikipedia.org/?

http://en.wikipedia.org/wiki/Fort_Wayne_TinCaps exists and it  
displays the page without going through a redirect.
http://en.wikipedia.org/wiki/fort_wayne_tincaps redirects to http:// 
en.wikipedia.org/wiki/Fort_wayne_tincaps because historically all  
page names are required to start with a more restricted set of  
characters that includes capital letters but not lowercase letters.   
Modern MediaWiki optionally allows for lowercase initial characters  
for page names (AIUI) but this is not enabled for enwiki.
http://en.wikipedia.org/wiki/Fort_wayne_tincaps doesn't exist (and  
never has)
