I broke it :-)
I edited the amain page to add a template {{Categorytest}} that has a
category [[Cat-test]]. That category shows in the "deletable" list.
You can pseudo-delete it, but watch what happens when you click
save...

You can probably filter out categories from some templates, but not
when they are in <includeonly>, or constructed from template
parameters.
