Thanks for the Update.
So if I add
$wgGroupPermissions['engineering']['delete'] = true; to LocalSettings.php file
Will it add a new group named engineering.
But I guess it'll not have all the permissions of group Bureaucrats.
Any idea on How it can be implemented ???
