There are 3 pieces to the "new look" #1 - Vector skin. Go into LocalSettings.php and change $wgDefaultSkin to 'vector'. #2 - The collapsible navigation panel are 'CollapsibleLeftNav' from the Usability Initiative - Info here: http://www.mediawiki.org/wiki/Extension:UsabilityInitiative#Vector #3 - The new editing bar.
