Yes, you can get that by doing an database query, but the complexity
depends on which version of MediaWiki you're running.

MediaWiki 1.16: easy
Select and count the property you want (probably called skin, but
please check) from the user_properties table

Pre 1.16: harder
Select all user_options fields from the user table and grep them for
the skin value.
